Former Sheriff Mickey Stines Attorney Files Motion for Psychiatric Evalution

A legal motion has been filed by attorneys for the Commonwealth that will likely lead to former Letcher County Sheriff Mickey Stines undergoing a psychiatric evaluation.

Stines is accused of shooting and killing Letcher District Judge Kevin Mullins last September in
the judge’s chambers while the two were having a closed-door conversation.

Stines attorney initially called it a moment of “extreme emotional disturbance” and last week
indicated he plans to use an insanity defense at trial.

This week the Commonwealth’s Attorney filed a motion for Stines to be examined at the Kentucky Correctional Psychiatric Center to see if a “mental disease or condition” weighs onto his guilt.
