Former Sheriff Mickey Stines Pleads Not Guilty at Monday Arraignment Held in Letcher County

Former Letcher County Sheriff Mickey Stines has pleaded not guilty to Murder of a Public Official for which he was indicted last week by a Letcher County Grand Jury.

Stines was arraigned Monday in the Letcher County Courthouse, the same place he is accused of shooting and killing Letcher District Judge Kevin Mullins on September 19.

Following the arraignment, Stines was returned to Leslie County where he is being held.

There was no bond set at the arraignment, but Stines’ attorney Jeremy Bartley said they
will be seeking a bond hearing.

There was no discussion of the motive at the arraignment, or at last week’s Grand Jury hearing, but Stines’ attorney says the shooting was a moment of “extreme emotional disturbance” and was not premeditated.
