Several Matters Discussed in Latest Court Appearance for Former Sheriff Mickey Stines

A judge is deciding whether former Letcher County Sheriff Mickey Stines will have to pay for his own defense and how a psychological evaluation will be conducted on him.

Stines is charged with murder in the shooting death of Letcher District Judge Kevin Mullins in September.

His attorneys say he is not criminally responsible because he was suffering from “extreme emotional disturbance”.

According to the Mountain Eagle, at a hearing last week the Special Prosecutor said he wants Stines evaluated for competency as well as criminal responsibility.

Stines attorneys say he is competent, just not criminally responsible, and they each want a different psychologist to evaluate him.

Also last week Stines attorneys once again asked for him to let out on bond.

This is the third judge to hear the case and so far the first two have denied him bond.
