Special Judge Rules on Murder Indictment of Former Letcher County Sheriff

Former Letcher County Sheriff Mickey Stines will get a chance for a bond hearing but will not have his murder indictment tossed out so will face a trial in connection with the shooting death of Letcher County Circuit Judge Kevin Mullins.

On Thursday the special judge in the case ruled against a motion from Stines’ defense attorney to toss the case claiming irregularities with the grand jury procedure.

The judge said the role of the grand jury was only to decide if there is probable cause and their viewing of the Court House video showing Stines opening fire towards Mullins in the judge’s chambers satisfied that probable cause.

The judge did agree to a hearing on whether Stines should be eligible to get out of jail on bond but did not say when that hearing would be held.
